Liberty Pass is a garden style, mixed-income rental community consisting 104 luxury-styled units in three residential buildings with a clubhouse that includes amenity and leasing space. Liberty Pass targets the Veteran market and offers services and amenities designed to focus on Veteran’s needs. The project team recognizes the need for soldiers returning home from war to have quality, affordable housing.

Liberty Pass is the first affordable community in the city of Selma, Texas. It was created with Veterans and their families in mind, offering spacious 1-, 2-, 3-, and 4-bedroom apartments and encouraging active community engagement with a multitude of rehabilitative amenities geared towards wounded soldiers.

The community serves Veterans and families at 30 percent, 50 percent, and 60 percent of area median income (AMI) (92 percent of units), as well as market rate (8 percent of units). The project consists of 12 one-bedroom apartments (771sq.ft.), 62 two-bedroom apartments (979 sq.ft.), 26 three-bedroom apartments (1,175 sq.ft.), and 4 four-bedroom apartments (1,312 sq.ft.). All ground floor units are fully adaptable as may be required to accommodate those with disabilities and may be modified as needed by resident request. They began pre-leasing in December 2015 while under construction with no units to show, only floor plans. The property opened its doors in March 2016, at which point 65 percent of the units had been leased sight unseen. Three months later, the property was 100 percent leased and remains so today with a waiting list over 75 families.

This energy-efficient community has achieved NGBS Silver Certified status. They also commissioned renowned sculptor Keith Bradley to create life-size deer sculptures made completely out of horseshoes for the community entrance. The spirited, animated creations have been an ongoing point of pride and conversation since the community opened. Liberty Pass has partnered with non-profit organizations that use their classroom and meeting spaces and Wounded Warriors holds training and counseling services every Monday, Wednesday and Friday, increasing the number of career-ready individuals by providing technical and professional skill training. Texas W.I.C. Program opened a satellite office the second and fourth Thursday each month, where they inform parents and caregivers on nutrition, counseling, seminars, food benefits and referrals.
